Description of Practice


Stephen C. Woodruff formerly maintained an eclectic general practice of law.  Clients included public corporations, elected officials, corporations, and a multinational, multicultural diverse array of individuals.  The practice was concentrated in immigration and labor matters, family law, public sector law, criminal defense, civil litigation, and appellate work.  Clients were Chinese, Filipino, American, Japanese, Korean, Bangladeshi, Chamorro, Carolinian, Pakistani, Sri Lankan, and others.

Current efforts are concentrated in addressing the failings of Federalization of immigration law in the CNMI, principally through petitions in the Court of Appeals for the Ninth Circuit of decisions of the Board of Immigration Appeals in cases arising in the Saipan Immigration Court, and through a limited number of targeted cases in the United States District Court for the Northern Mariana Islands.  The Woodruff Law Office currently is dedicated almost entirely to pro bono publico no fee or reduced fee cases and maintains very few regular fee generating cases.  We need your support to continue doing what we do.  Thank you!  Si Yu'us Ma'ase!  Ghilisou!
