to MoveOn.org. I have lived and worked in the Commonwealth of the Northern Mariana Islands (out in the Pacific west of Hawaii, around 100 miles north of Guam) for over 30 years. Today the CNMI is in economic crisis, and one of the reasons is a dysfunctional labor and immigration system that effectively abuses foreign workers, stifles productive capacity, suppresses a free labor market, and impairs economic efficiency. With the enactment of Title VII of Pub. Law 110-229, Congress took an important step toward reforming this system but failed to address the most critical component: the status of long-term alien residents. I am an attorney who for years has helped workers deal with this unjust and uneconomic system. Congress needs to provide improved status and access to political rights to long-term alien residents of the CNMI and, most importantly, thereby provide the foundation for economic revitalization by stabilizing the workforce and liberating the forces of a free labor market. The economic, social, and political future of the Northern Mariana Islands -- the most recent accession to the United States -- depends upon it.
